    In his monthly report to the Port Commission on Dec. 4, Harbormaster Greg Meissner explained that plans to replace the dock at Shoemaker Bay Harbor are at the point where an engineer can be brought on site to draw up designs.     Wrangell Borough Manager Jeff Jabusch presented a plan to streamline contracting for small projects to the City and Borough Assembly at its meeting Tuesday evening. The new policy being proposed would first create a pool of qualified contractors who can be hired by the city when needed, while also presenting them an equal opportunity to participate in public jobs.     Vernon Andrew Johnson passed away on Dec. 2, 2014 at the age of 94 at Wrangell Medical Center surrounded by his three daughters: Betty Jo Johnson of Anacortes, Wash., Judi Johnson Tsai of Mechanicsville, Md. and Susan Johnson Eagle of Wrangell, Alaska. Born as one of triplets on May 18, 1920 in Lexington, Neb., he grew up in Wheatridge, Colo. and Kirkland, Wash. He joined the U.S. Navy in 1941 and proudly served in WWII. Cynthia Mattoni is the community health center’s new advanced nurse practitioner, specializing in family practice. Mattoni comes from Cleveland, Ohio, where she has five years’ experience in the emergency room. Her career in the medical field began in 1987, when she joined the United States Navy as a hospital corpsman.     The Pacific halibut stock appears to be rising from the ashes and that bodes well for catches in some fishing regions next year. It would turn the tide of a decades-long decline that has caused halibut catches to be slashed by more than 70% in Alaska, Washington, Oregon and British Columbia. Three Alaska areas showed improvement in the annual stock surveys that range from Oregon to the Bering Sea, and could have higher catch levels in 2015.     SITKA, Alaska (AP) _ The Alaska Department of Fish and Game announced the preliminary guideline harvest level for the 2015 Sitka Sound sac roe herring fishery is 8,712 tons. That’s just over half of last year’s quota of 16,333 and the lowest expected GHL in more than 10 years. The preliminary harvest level is based on a 19.7 percent harvest rate of a mature biomass forecast of 44,237 tons, said Dave Gordon, area management biologist.
