Joel P. Franks, 52, appeared before First District Court Judicial Officer Chris Ellis to face a charge of Assault in the 4th Degree – Recklessly Injure, a class A misdemeanor. The defendant pleaded guilty to the charge and was sentenced to serve 90 days with 85 days suspended. As part of his plea agreement, prosecution dismissed an additional charge of Interfere with Report of Domestic Violence Crime. Franks has been ordered to participate and comply with a behavior health assessment, pay $100 in surcharges, and provide a DNA sample upon the state’s request. In a separate judgment, Franks pleaded guilty to one count of Violate Condition of Release and was ordered to pay $150 in fines and surcharges. Two further counts were dismissed by prosecution.

March 13

George Everett Elmore, 52, appeared before First District Judicial Officer Chris Ellis to face a count of Driving Under the Influence. Pleading guilty to the charge, the defendant was ordered to serve 20 days of jail/monitoring with 17 days suspended, pay $1,791 in fines and other costs with $100 suspended. Elmore has been ordered to undergo evaluation and treatment, has had his license revoked for 90 days, and upon regaining those privileges will need to use an ignition interlock device for a period of six months
