P&Z commission reviews plats, discusses Institute Property plans

Wrangell's planning and zoning commission met last Thursday evening, Sept. 10, to review various final and preliminary plats. They also discussed current plans for the Institute Property, and what their recommendations should be.

There were five plat reviews on the agenda, two final plats and three preliminary plats. All but one of them met approval by the commission. A final plat review of the D&D Ellis Subdivision was deferred during the meeting. This subdivision would repeat Lot 8, Block 24A, and Lots 15-17, Block 24, to create lots A and B. This comes at the request of the Wrangell Boat Shop, according to the agenda packet. The applicant owns three lots along Case Avenue adjacent to one tideland lot.

"The four lots are being replatted to modify side property lines so that structures are on a single lot and each upland lot is being combined with a portion of the tideland lot to create three lots," the packet reads. "A preliminary plat was approved in August 2020."

The commission deferred approval of this plat to await some further information, according to Economic Development Director Carol Rushmore.

During the meeting, the assembly also discussed plans for the Institute Property. The property in question lies near Shoemaker Harbor, where the Wrangell Institute used to be located. The city has wanted to develop the property for some time. Earlier this year, after several discussions, the planning and zoning commission recommended that the property be developed with a mix of residential and commercial opportunities. This past August, according to the agenda packet, the assembly approved a redesign of the northern end of the Institute Property, setting it aside exclusively for residential development. The assembly was also in agreement with the commission that some commercial development take place, too. Upon discussion, Rushmore said, the commission wanted to see a specific zone of the Institute Property set aside for commercial development.
