Borough increases rates and fees to cover for inflation

The borough will raise some of its rates and fees for things like the Nolan Center, port and harbors and light and power to account for inflation, effective July 1.

Among the more notable increases are for space rentals for commercial or private events at the Nolan Center. Renting the civic center for more than eight hours will increase from $600 to $1,200; from $500 to $750 for five to eight hours; and from $400 to $600 for up to four hours.

Rates for local nonprofits, however, will not increase in an effort to target revenue from outside the community, Borough Manager Mason Villarma said at the April 23 assembly meeting, where members approved the changes.

Daily entry fees to the Nolan Center will increase from $8 to $12 for nonresidents, and from $6 to $8 for Alaska residents.

The increases at the Nolan Center are an effort to reduce the cost to the borough general fund of subsidizing operations at the facility. The Nolan Center budget this year is almost $549,000, with $190,000 projected from revenues and the rest from the borough general fund.

Port and harbor rates for moorage, Marine Service Center fees and lightering from cruise ships that anchor offshore will increase an average of 3% to reflect inflation. Rates have also been standardized for all vessel sizes, which will make billing simpler for staff and consumers.

Electricity rates will be rounded up to the nearest quarter-cent per kilowatt hour, and the monthly residential base fee will increase from $8 to $10. The increase in residential electrical usage rates will add up to dimes per month for an average household.

Rates for trash will increase by roughly 3%. Villarma also discussed testing out smaller container sizes to offer for households that don’t fill their containers each week.
